Abstract: This study was conducted with the objective of assessing the practices and challenges of Human Resource Training and development in Ministry of Women and Children Affairs, The study adopted the survey research method. The quantitative technique involved a questionnaire survey on experts, while the qualitative technique involved an interview with middle and top level manager’s. The sampling techniques employed to collect primary information was census techniques. According to a total of 90 employees, experts and middle level manager’s as an actual source of information. The data gathered were analyzed using descriptive survey. Finally the responses obtained through the questionnaire were coded, tabulated and analyzed. The findings of the study revealed that ministry has no well-defined and written training and development policy, the training given to employees is not based on training needs analyses, objectives and criteria are not set for providing human resource Training and development. There are practices of using off- the-Job training methods only, scientific training and development evaluation methods are not practice yet. The main reasons of not having training and development policy are: lack of concern with regards to it’s importance, lack of relevant expertise, lack of guidelines and lack of commitment of the top management. Training need analyses stage is the building block of a training program and it’s a tool used to identify the gap between the actual performance and the desired performance. Training and development is given without objective and criteria set beforehand based on the finding applicable recommendation were also forwarded
